Liaoning Port Group Co., Ltd. (hereinafter referred to as “Liaoning Port Group”) is a large provincial state-owned enterprise approved by the People’s Government of Liaoning Province and controlled by the State-owned Assets Supervision and Administration Commission of Liaoning Province. It serves as a key supporting enterprise for China’s Belt and Road Initiative and the comprehensive revitalization strategy for Northeast China, positioned as the core platform for the Northeast Asia International Shipping Center, Logistics Center, and Regional Financial Center. The Group’s core businesses include port loading/unloading, warehousing, transportation, logistics supply chain management, shipping services, port-adjacent industrial development, and intelligent port construction. It handles all categories of cargo—including containers, oil products, iron ore, grain, roll-on/roll-off automobiles, cold-chain goods, and chemical products—and operates over 140 berths, more than 100 of which are capable of accommodating vessels of 10,000 DWT or larger. In terms of core capabilities, the Group continuously advances technological self-reliance, having constructed China’s first automated container yard capable of handling “dual 40-foot-wide containers,” enabling fully unmanned operations across the entire process. It possesses core technical capabilities including 5G + BeiDou high-precision positioning, large-scale application of autonomous container trucks, an automated terminal operating system (TOS), and a digital twin port platform, and has received multiple industry certifications, including the First Prize of the China Ports Association Science and Technology Award. Regarding qualifications, its major terminals have all obtained ISO 9001/14001/45001 system certifications; Dalian Port’s oil products terminal holds both a “Port Operation Permit” and a “Hazardous Chemicals Port Operation Permit,” and has passed international standard certifications including API RP 2A-WSD and DNV GL; Dalian Port has been designated by the Ministry of Transport as one of the first “Research & Development Centers for Automated Terminals,” while Yingkou Port serves as the implementing entity for a national intermodal demonstration project. Liaoning Port Group deeply supports national strategies: it operates China-Europe Railway Express routes such as “Dalian–Moscow” and “Yingkou–Duisburg,” with a total shipment volume exceeding 150,000 TEUs in 2023; it has launched over 20 foreign trade shipping routes directly serving Southeast Asia, Japan, South Korea, the Middle East, and Africa; and it has signed a strategic cooperation agreement with Singapore’s PSA International to jointly build a green, low-carbon, and intelligent logistics ecosystem. Areas of collaboration include joint R&D of intelligent port technologies, co-construction of intermodal projects, application of green energy equipment, coordinated development of regional logistics networks, and cross-border supply chain services under the Regional Comprehensive Economic Partnership (RCEP).
