Chongqing Import and Export Financing Guarantee Co., Ltd. is a state-owned, wholly government-funded policy-oriented financing guarantee institution established by the Chongqing Municipal People’s Government. To date, the company has cumulatively provided guarantees exceeding RMB 280 billion, serving over 12,000 instances of foreign trade and export-oriented enterprises; among these, inclusive finance guarantee services—defined as individual credit lines under RMB 5 million—account for 76.3% of total guarantee business volume. Leveraging its self-developed “Cross-Border Financing Guarantee Intelligent Control Platform,” the company integrates data interfaces from customs, foreign exchange administration, tax authorities, and export credit insurance providers to enable credit profiling of foreign trade enterprises and dynamic risk-control modeling. It holds one invention patent related to foreign trade credit assessment, two utility model patents, and eight software copyrights. The company possesses the “Operating License for Financing Guarantee Institutions” (No. Yu Rong Dan Xu Zi [2021] 001) and a cross-provincial re-guarantee filing receipt, has passed ISO 9001 Quality Management System Certification, and participated in drafting the “Chongqing Municipal Standard for Financing Guarantee Services for Foreign Trade Enterprises” (DB50/T 1467–2023). It provides deepened services for the Chengdu-Chongqing Double-City Economic Circle, having established six specialized service workstations in the Chongqing Pilot Free Trade Zone and the Lianglu Cuntan Comprehensive Bonded Zone. It jointly established the “Sichuan-Chongqing Cross-Border Guarantee Coordination Mechanism” with Chengdu SME Financing Guarantee Co., Ltd., and has formed collaborative mechanisms with China Export & Credit Insurance Corporation (Sinosure) Chongqing Branch, Bank of China Chongqing Branch, and Standard Chartered Bank (China) Chongqing Branch, offering an integrated support package comprising “export credit insurance + financing guarantee + RMB settlement.” In 2024, it supported overseas investment and engineering contracting guarantee projects totaling RMB 1.72 billion. Financial institutions, foreign trade enterprises, cross-border e-commerce platforms, overseas economic and trade cooperation zones, and relevant government departments are welcome to engage in collaborative guarantee services, re-guarantee risk-sharing, system integration, and joint standard development.
