China Energy Group Ningxia Coal Industry Co., Ltd. (short for “Ningmei Company”) is a large state-owned backbone energy enterprise controlled by China Energy Investment Corporation. It is positioned as a comprehensive energy enterprise with coal mining as its foundation, coal chemical industry as its core, and coordinated development of new energy and ecological restoration, currently undergoing deep-scale, intelligent, and green transformation. The company’s main businesses cover coal mining and washing, coal-to-liquids (CTL), coal-to-olefins (CTO), fine chemical production, power generation, railway transportation, and ecological restoration of mining areas, forming an integrated industrial pattern of “coal–oil–chemicals–power–transportation–ecology.” It owns modern million-ton-class mines such as Meihua Jing, Jinfeng, and Hongliu, as well as key assets including the world’s largest single-unit 4-million-ton-per-year CTL demonstration project (which has passed national completion acceptance), a 0.5-million-ton-per-year CTO project, waste heat and waste pressure power generation units, and a 120-kilometer dedicated railway line for Ningmei Company. Relying on platforms such as its national-level enterprise technology center and postdoctoral research workstation, the company has undertaken over ten national-level scientific research projects, holds more than 300 valid invention patents, and has led the formulation of four national standards and twelve industry standards; several key CTL technologies have achieved domestic substitution and industrial application. The company has obtained ISO 9001, ISO 14001, and ISO 45001 system certifications; all its principal coal mines hold safety production licenses; its coal-to-liquids project has received approval from the National Development and Reform Commission (NDRC) and environmental impact assessment clearance; it holds a Power Business License and a Certificate of National High-Tech Enterprise. In 2023, its CTL project produced 4.115 million tons of liquid fuels; its polyolefin products entered the supply chains of Sinopec and PetroChina; its ecological restoration covered over 100,000 mu (approx. 6,667 hectares); and it completed construction of the 50-MW photovoltaic base in Lingwu Majiatan. Its services cover more than 20 provinces and autonomous regions nationwide; its liquid fuels are sold to Northwest, North, and Southwest China; its high-value-added chemical products are exported to Southeast Asia and the Middle East; and it provides coal chemical technical consulting and training support to Mongolia and Pakistan. It is open to collaborative research and development, engineering technical services, production capacity cooperation, joint development of green energy projects, and international capacity cooperation under the Belt and Road Initiative.
