Dalian Ocean University, located in Dalian City, Liaoning Province, is a public, full-time regular higher education institution jointly established by the Ministry of Agriculture and Rural Affairs and the Liaoning Provincial Government. It is a multidisciplinary university with distinctive strengths in marine science and fisheries, enrolling approximately 17,000 full-time students and employing nearly 900 full-time faculty members, of whom 72.6% hold doctoral degrees. The university does not engage in chemical manufacturing or trade. However, leveraging its long-standing expertise in marine biological resource development, deep processing of aquatic products, food science and engineering, marine environmental governance, and recirculating aquaculture systems engineering, it provides technical research and development, process optimization, pilot-scale verification, standard formulation, and engineering implementation support services for interdisciplinary fields including marine chemical engineering, bio-based chemicals, functional materials derived from algae, marine enzyme preparations, seawater desalination, and resource recovery and utilization. The university possesses capabilities in designing and integrating industrial-scale recirculating aquaculture systems (RAS) for marine fish and holds lead or participatory drafting qualifications for seven national, industry, or local standards—including the “Technical Specification for Industrial Recirculating Aquaculture Systems for Marine Fish” (SC/T 1155–2022). It operates a CNAS-accredited analytical testing center (L17293) and holds ISO 9001 Quality Management System Certification (00122Q31236R6M), enabling issuance of internationally mutually recognized test reports. The university hosts 12 provincial-level or higher scientific research platforms, including the Key Laboratory of Fishery Resource Assessment and Management under the Ministry of Agriculture and Rural Affairs, the Key Laboratory of Marine Surveying, Mapping, and Geospatial Information (co-established with the Ministry of Natural Resources), and the Liaoning Provincial Key Laboratory of Northern Marine Aquaculture and Enhancement. Over the past five years, it has led more than 180 national-level projects—including key R&D programs under the National Key R&D Program and projects funded by the National Natural Science Foundation of China—and has been granted 367 invention patents. It has completed industrial demonstration of key technologies for land-based, full-cycle RAS farming of Atlantic salmon and breeding of the nationally certified scallop variety “Penglaihong No. 3.” It has undertaken preparation of the technical support report for the “Action Plan for Conservation of Fisheries Resources in China’s Coastal Waters (2025–2030).” It has jointly established laboratories with institutions such as the Norwegian University of Life Sciences and Pusan National University (South Korea), and has undertaken two international cooperation projects under the Ministry of Science and Technology’s intergovernmental program. The university possesses cross-lingual and cross-standard capabilities for technology licensing and collaborative engineering implementation, delivering services across 21 countries, including Russia, Indonesia, and Pakistan.
